# clsDCBSCostCharge

`clsDCBSCostCharge` represents one cost-to-charge conversion factor for a provider location from `PROVIDER_DCBS_COST_CHARGE`, carrying an effective/expiration date window. Unlike the portal/criteria types in this library it is a plain data-holder object — it is not itself an `IBusinessCriteria` implementer — and is always constructed and populated by `clsDCBSCostChargeList`'s direct-query load.

## Purpose
- Provides the date-windowed cost-charge factor consumed to convert DCBS billed charges to reimbursable costs for a location.
- Determines whether the factor is currently in effect using the shared date-window evaluation pattern applied uniformly across dated records in this library ([BR-DATE-001](../../business-rules.md#br-date-001-dated-records-are-in-effect-within-their-date-window)).

## Context
- Namespace: `SAIF.Business.View.Provider`
- Assembly/package: `SAIF.Business.View.Provider` (embedded/project-compiled); also distributed as the NuGet package `SAIF.BOF.Business.View.Provider`.

## Public members
| Member | Signature | Purpose |
| --- | --- | --- |
| `ProviderLocationID` | `ReadOnly Property ProviderLocationID As Decimal` | Identifies the location this cost-charge factor applies to. |
| `EffectiveDate` | `ReadOnly Property EffectiveDate As Date` | Date from which this factor applies, used by `IsInEffect`/`IsActive` ([BR-DATE-001](../../business-rules.md#br-date-001-dated-records-are-in-effect-within-their-date-window)). |
| `ExpirationDate` | `ReadOnly Property ExpirationDate As Date` | Date after which this factor no longer applies, if one exists. |
| `CostChargeFactor` | `ReadOnly Property CostChargeFactor As Decimal` | The numeric conversion factor applied to billed charges for cost calculations. |
| `IsActive` | `ReadOnly Property IsActive As Boolean` | True when the factor is currently within its effective/expiration window as of today ([BR-DATE-001](../../business-rules.md#br-date-001-dated-records-are-in-effect-within-their-date-window)). |
| `IsExpired` | `ReadOnly Property IsExpired As Boolean` | True when the factor's expiration date is in the past. |
| `HasExpirationDate` | `ReadOnly Property HasExpirationDate As Boolean` | True when an expiration date is set for this factor, distinguishing open-ended from time-boxed factors. |
| `IsInEffect` | `Function IsInEffect(asOfDate As Date) As Boolean` | True when the given date is on/after the effective date and, if an expiration date exists, on/before it ([BR-DATE-001](../../business-rules.md#br-date-001-dated-records-are-in-effect-within-their-date-window)). |

## Behavioral notes
- OP-10: instances are created and populated exclusively by `clsDCBSCostChargeList`'s constructor query; there is no standalone retrieval factory for a single factor.*
- Applies the same date-window evaluation logic as `clsMCOProvider` and `clsProviderServiceContractInfo` ([BR-DATE-001](../../business-rules.md#br-date-001-dated-records-are-in-effect-within-their-date-window)).

## Constraints and usage notes
- Read-only data holder; not a BOF business object and carries no rule-engine validation or persistence surface.*
- Always obtained via `clsProviderLocation.DCBSCostCharges` or a direct `clsDCBSCostChargeList` construction, never individually.
